To ensure responsible operations and environmental safety, the Project conducted a comprehensive Environmental Socioeconomic and Health Impact Assessment (ESHIA) to:
- Ensure minimal negative environmental, socioeconomic and health impacts
- Solicit input and provide open channels of communications with stakeholders
- Meet Angolan legislative requirements for Environment Impact Assessment (EIA)
- Align with World Bank guidelines
- Ensure commitment to biodiversity
Scoping was an important part of the ESHIA process since it allowed a provisional identification of what were believed to be key issues. The ESHIA then focused its efforts on the most important issues in terms of collecting information on existing conditions, engaging stakeholders, understanding the impacts and developing measures to avoid or control and monitor them.
Angola LNG has produced a "Scoping Phase Supporting Document" (
2.5MB, 135/143 pages, or 225KB in a simple text version) and a separate "Non-Technical Summary" to review on line or to print (
588KB, 8/8 pages) that were used to support the consultation and disclosure program for the Scoping Phase.
The
ESHIA Disclosure Report examines how the proposed project will lead to a measurable difference in the quality of the environment and the quality of life of impacted individuals and communities associated with the Project activities. The Report provides an assessment of impacts and mitigation strategies and evaluates the likely extent and significance of the potential impacts on identified receptors and resources according to defined assessment criteria. It further describes measures that will be taken to avoid, minimize, reduce or compensate for any potential environmental, socioeconomic and health effects to the surrounding community and area. Angola LNG views open and transparent communication with a wide range of stakeholders as essential to the success of the Project. During the ESHIA process, the Project has carried out over 100 meetings and workshops in Angola (Luanda and Soyo) to provide information on the Project and to seek the views of the government, local people and other interested parties. The Project will continue to engage with interested parties thru the various phases of the project and operational life of the facility. In order to facilitate communication with the various stakeholders, we have opened an Information Center in Soyo town where people can obtain information about the Angola LNG Project.
A "Public Consultation and Disclosure Plan (PCDP) for the Disclosure Phase of the Angola LNG Project ESHIA" has been produced to help guide the project in the ESHIA Disclosure process. The intent of public consultation during disclosure is to communicate the anticipated impacts and proposed mitigations of the Project and to take account of the priority concerns of those people potentially affected by the Project and other relevant stakeholders.
